It may be strange to see a student who dislikes these kinds of social functions there at the party, but here is Squall Leonhart. Did he have a change of heart? Was there someone that he was attending for? Did he just want food?
No, the reason he's there is because it's simply less hassle to attend the banquet for an hour or two then leave rather than put up with people constantly nagging him to go. He'd rather give up a small chunk of time and just do the thing rather than put up with a steady stream of people asking him if he's going and why not when he said no.
That doesn't mean he can't look sufficiently sour about it the entire time, though. He doesn't really want people bothering him now that he's here, however, and he gravitates towards you in hopes that if it looks like he's spending time with someone, everyone else will leave him alone. Maybe you know him. Maybe you're kind of, sort of, friends. Maybe you actually are friends despite his insistence that you're not. Maybe you're a complete stranger to him.
Whatever it is, he's in your general area now, and begrudgingly making some conversation.

All things considered, living in a dorm isn't that bad. But it's not like Squall has much to compare it to. The fact that it's a consistent place to sleep alone makes it good in his eyes.
But if there's one thing he hates about it, it's this kind of crap. He had absolutely every intention of keeping interaction with the other students at a minimum. They were just going to share a living space together. It didn't mean they had to be all buddy buddy or anything, but the RA apparently had different ideas. Squall can't really say no, so he's here against his will.
The activity of choice is...Social Bingo. Pieces of paper with bingo squares with various things are written on them. The objective is to find people who qualify for the squares and the first person to get bingo wins a prize. The RA doesn't say what the prize is, but it can't be anything actually worth winning. The RA also seems to have his eye on Squall, meaning he can't just sneak out either, so he'll have to play the game.
He approaches the nearest person and holds up the paper. "Do you fit for any of these?"
